Molenbeek, Belgium, a likely cause for homegrown terrorism. By Tim Tufuga.

The case of ghettoisation, social isolation, social pariahship, and sowing the seeds for homegrown terrorism
.

Belgium has been a country renowned for its localised Dutch influenced Flemish community, and in this instance, particularly within the Flanders region, which have, traditionally, been known for their outspokenly xenophobic sentiments. Organisations such as the Vlaams Blok (2), have long been known for sowing the seeds for anti-Multiculturalism hatred stemmed from the very active and prevalent Flemish right wing organisations which would include the Vlaams Blok. Vlaams Blok formulated in the late 1970s was particularly anti-centralist Europe and was acutely anti-Multiculturalism. The Flemish right wing organisation was borne out of the conservative right wing Flanders region of Belgium and have had a Dutch heritage which detest the European Union and the Multicultualist open door policies that came with this EU.

In Molenbeek a small densely populated almost dysfunctional outskirt municipality out of Brussels, would not be famous or infamous, if it weren't for a couple of notorious brothers who partook in the recent Paris attacks. Molenbeek, is a municipality, in the outskirts of Belgium, which was traditionally an industrial estate area, with working class Belgians. Until recently, an influx of Morrocan immigrants had established a multicultural population of mainly Muslim Arabs from the African continent.

The Muslim Morrocan population steadily increased to around forty population of Molenbeek’s 95,000 local inhabitants. With the rise of unemployment, social dislocation, racial profiling intermingled with a very strong xenophobic local population, the powder keg for racial hatred would undoubtedly flare up sooner rather than later.

The Enoch Powell (3), ominous foreboding of a River Tiber awash with the blood of racial hatred seems to have been inadvertently contrived by a xenophobic Flemish community, particularly supporters ad or members of the Vlaams Blok, from within the Flanders region, whom would long ago had already set the course for the present day crisis and flame the fire that would be the Jihadist weltgeist that has spread throughout the world today. We know this as the Global War on Terror. A euphemism for the vacuum created with the absence of a Communist Iron Curtain, and the Islamic Phantom to fill in this void.

Meanwhile, at grass roots level, the root causes of social disquiet is not some far off Oil rich Middle Eastern country whose exploited natural resources has caused the present social unrest in Molenbeek. Instead, an ever more present crisis has been the lack of equal opportunities to civil rights, employment, accesses to an qualitative improved lifestyle and opportunities which has led to frustrated marginalised people which just so happen to be Morrocan Arabs, some 40% of them living in Molenbeek.

The social anxieties of a localised social concern suddenly becomes part of a global Jihadist narrative. This is fueled no doubt by what the media and local community want to believe. Sensationalism and weltgeist trend setting makes for social media memes and a shared sense of tragedy which would encourage more acts of terrorism rather than deterring the phenomena from happening. People seem to be drawn to the tragedy and although it is shocking it stops the press and the world takes notice even if for a momentary headline.
Meanwhile, no names no hopers are suddenly thrust to the global limelight, and previously no hopers are suddenly infamous. Infamy, in fact, does have its appeal.

Meanwhile, people have overlook the obvious. What was the root cause of sowing the seeds of this social outrage. The obvious seems to be overlooked, without applying the Occums Razor in this counter terrorism analysis, people will overlook the trees within the woods, when it comes to preconceived prejudices.

Molenbeek, however, will now be forever known for two people and they have spoken out loud about their social anxieties and the media will obviously ignore the obvious and will focus on the present day weltgeist, Global Jihadism and a global Crusade for a Christian versus Muslim self-righteous conflict, to blur the obvious problems of social and community dysfunctionalism.

Who are these locals who arose from some welfare dependent Molenbeek projects? We now them not as local unemployed angry young no hopers who have reacted to the social disquiet which would create a conducive environmental powderkeg atmosphere in the form of two angry and passionate zealots of the likes of Brahim Abdeslam, and his brother Salah Abdeslam, and the many who will undoubtedly follow them perhaps from the same area. The racial profile seems predictable enough. Both were easily coaxed into becoming Actuals they were gullible and fragile enough to be activated, they were both of Morrocan descent, and, they were the post colonial products of former French and other European conquest into Africa. Unlike the present narrative which is politically popular amongst the Vlaams Blok xenophobic right wing elements throughout Europe and elsewhere, they were not displaced and landless Syrians.

The root cause of the present day European crisis is locals jumping on the Weltgeist bandwagon of a trend that fits in well for the right wing narratives against multiculturalism and internationalism and one that fits into the xenophobic and a siege mentality Europe and elsewhere for that matter.

The paradox seems befitting, in that, whilst the world becomes an ever decreasing global village, with the digital age, along with economic free trade agreements, the reactions to this digital age and liberalisation is the creation of Islamic Spectre larger than it really is so as to give the right wing and nationalism some relevance in a time when globalisation no longer recognises economic and geographic boundaries anymore save only language, cultural elements and people.

The Stockholm Syndrome: The case of Lucas Finney, By Tim Tufuga 26th Feb, 2016.

The case of Lucas Finney likened to the TV series Homeland reveals the classic case of the Stockholm Syndrome or capture-bonding between a hostage and his abductors. In Lucas Finney’s case, like the TV series anti-hero character Sargeant Nicholas Brody, USMC, the hostage converts to Islam and becomes bonded with his abductors cause. In Lucas Finney’s situation he was captured in Afghanistan and subsequently he had converted to Islam, and married a Syrian wife, whom had recently given birth to a child.

Lucas Finney’s particular case represents an extreme example of Post Traumatic Stress Disorder (PTSD) from a victim of kidnapping and capture, whom has, subsequently, been converted into the abductors cause. Often such a case requires remedial attention for people suffering from the Stockholm Syndrome which would certainly be considered as a more pervasive and often undetectable national security risk for a host nation. In particular, considering that their would be national security threat would be a least likely suspect.

Sleepers cells, within non-Islamic countries may, subsequently, would have the most potent weapon with the recruitment of former detainees, whom have subsequently converted into their cause and when required would become activated and weaponised as Actuals.

The Stockholm Syndrome is the most deadly force for the enemies of any National State and more lethal than a Fedayeen within their own Middle Eastern regional area of conflict, and, well within their own Islamic Caliphate spheres of influence.

The returned servicemen and women who have served in combat zones and in particular those who have been captured and detained are upon their return to the civilian community are diagnosed for any symptoms of post traumatic stress disorder (PTSD), however, latent and innocuous it may seem, they will consider the Stockholm Syndrome on a risk scale of the most lethal outcomes of extreme PTSD, and at the highest risk level is, indeed, the Stockholm Syndrome.
Needless to say, Lucas Finney may correctly be considered as a typical example of a victim of the Stockholm Syndrome, likened to the TV series, Homeland’s Sargeant Brodie, he should have been detained and interned within a controlled environment before he would become a real National Security threat to people and nations in which people like him who are in effect weaponised lethal human ordinances.

From a National Security threat level at its highest, most activated sleepers would come from PTSD victims and in particular those who display symptoms of the Stockholm Syndrome.

The 2016 White Paper is a comprehensive and responsible long-term plan to ensure Australia’s national security.

It is the culmination of detailed analysis of our strategic environment, our defence priorities and objectives, and the capabilities required to achieve these outcomes.

For the first time, the White Paper released today by Prime Minister Malcolm Turnbull and Defence Minister Marise Payne fully aligns strategy, capability and resources to make the Australian Defence Force (ADF) more capable, agile and potent.

The Turnbull Government is increasing Defence spending by $29.9 billion over the next decade.

The defence strategy and capability plans have been independently costed to ensure they are achievable and affordable.

The Turnbull Government has also set a new benchmark for transparency and funding certainty by releasing an Integrated Investment Program and Defence Industry Policy Statement.

The fully costed, ten-year Integrated Investment Program brings together all capability-related investment including new weapons, platforms, infrastructure and science and technology.

The Defence Industry Policy Statement will transform Defence’s relationship with industry.

The Turnbull Government will invest $1.6 billion over 10 years in programs to build industry skills, drive competitiveness and export potential while harnessing Australian innovation and expertise.

These investments in Australian industry and technologies will generate benefits beyond the Australian defence industrial base which flow into the rest of the economy, delivering jobs and encouraging innovation for regional businesses and communities across Australia.

The implementation of the First Principles Review of Defence and the organisation’s ongoing commitment to cultural reform will be critical to realising the Turnbull Government’s White Paper goals.

The White Paper recognises Australia’s security and prosperity is directly tied to the stability of our region and to the maintenance of a stable, rules-based global order.

In the period to 2035, Australia will have greater opportunities for prosperity and development but it will also face greater uncertainty. We need to be prepared.

The White Paper positions Defence to respond to a broader range of security threats to Australians at home and abroad.

The Government will invest in new capability across the ADF including:

A continuous naval shipbuilding program commencing with nine future frigates and 12 offshore patrol vessels.
12 new regionally-superior submarines, with the commitment to maximise Australian industry involvement in acquisition and sustainment, to be finalised through the Competitive Evaluation Process.
Enhanced intelligence, surveillance and reconnaissance, space, electronic warfare and cyber capabilities.
Advanced training, modern equipment, health care and logistics systems to support ADF personnel.
Comprehensive upgrades to Defence infrastructure across Australia to support our larger future force, including key bases, training and testing ranges and fuel and explosive ordnance facilities.
Modernised information management, operational communications, and command and control systems.
Australians can be confident the Turnbull Government will continue to deliver on its most important task – defending our nation and protecting and promoting our national interests.

Bioterrorism: The Zika Virus as a psychological and biological genetic weapon: target: Third world nations and races? By Tim Tufuga

The United States President has announced the commitment of $1.8 Billion in combating the Zika Virus and to stop it at its tracks. Evidently, the urgency and the enormity of the financial commitment by the United States government reveals the seriousness of the virus.

Conspiracy theorists have come up with various conspiracy of an Aryan Fascist Bioterrorist act, to Bill Gates offer material support for the Zika Virus spread, as according to Dahboo7, from the Underground World News, to Maddie Stone and her Rockefeller Foundation involvement with the development of a weapon for genetic warfare. To the direct involvement of a Bio-Chemical company Oxitec, with the release of a GMO Mosquito infected with the Zika Virus in the Brazilian Amazon jungles. Or, a very successful hoax contrived by racialist groups aiming to spread a bioterrorist meme, with very convincing effect.

Whatever the speculative theory, what seems to be an established truism is the fear and uncertainty being felt by an entire populations within vulnerable South Pacific countries, like Samoa and Tonga, which have been adversely affected directly by the threat of the Zika Virus pandemic.

In support of the Genetic weaponisation of the Zika Virus, however, may be sourced with the recent reports of the Zika Virus pandemic affecting the hub of the Polynesian races from Samoa and Tonga. What does seemed to be implausible was confirmed, with the improbability of the geo-spatial linkage of the Zika Virus to the isolated locales of the South Pacific Nations, reports of Zika virus infected patients were reported by government sources. The conspiracy theory of a genetic weaponed being weaponsised and in support of a bioterrorist action within the South Pacific Nations now seems plausible.

The possibility of the virus spreading to the South Pacific would only be considered through human to human contact and this could only be through sexual contact. However, in stating that the viral infection were sexually transmitted, then it is more likely that individuals would be easily isolated like HIV patients. What seemed to be incredulous was the report that 259 suspected infected patients within Tonga which has astounded the medical scientific world. In response, the Australian federal government had announced a commitment of $500,000 to the Tonga government in order to conduct further medical research and to quarantine the patients.

If, the reports of the rapidity of the spread of the Zika Virus as an uncontrolled pandemic were as wide spread as it seems to be by the mainstream and social media, then as a genetic weapon, the Zika Virus will indeed threaten the very existence of the Samoan and Tongan race. It is a genetic disease and will effectively reduce the cranium and the subsequently the brain of new born babies. The head shrinkage is known as Microcephaly. The obvious diagnosis is severe brain damaged children and the physical problems include visual impediments. Therefore, an entire generation of retarded people will result. Such a result for a South Pacific Nation as Samoa whose sparse population of less than 200,000 and Tonga's 130,000 population will be devastating. In reality, the Zika virus is tantamount to ethnic extermination. Therefore, if the Zika virus was indeed considered as a bioterrorist weapon, then the eradication of the Samoan and Tongan race has become in earnest.

Recently, a passenger from Samoa had arrived at the Brisbane airport and was taken to the local hospital and was subsequently diagnosed with the Zika virus. The Australian governments, both federal and state governments, had announced a contingent response of controlled containment of this viral infection.

It seems incredulous that South Pacific Nations, such as Samoa and Tonga, could possibly be affected, and infected, by such a virulent and lethal Zika Viral pandemic, which would support the respective Conspiracy theorists to some substantive degree.

Conversely, however, considering the high value suspect of the Aedes Aegypti Mosquito, it is highly unlikely that this mosquito were able to reach Samoa or Tonga let alone Australia on its own. Why? Because, of the obvious improbability of the Mosquito arriving in Samoa, Tonga and North Queensland or elsewhere in the South Pacific. Then how do we explain the Tongan case? it can not be possible to spread the Zika Virus through sexual contact so rapidly so as to affect 259 Tongans. Therefore, a conspiracy theory of an act of bioterrorism seems to bode well in this instance.

Consequently, the idea that the virus would become a Welgeist in instilling a psychological scare throughout the South Pacific and throughout the world has truly succeeded in this regard.

Australian National Security Laws to combat Terrorism. By Tim Tufuga January 2016.

My first blog for 2016 will once again focus on the Australian National Security measures and legitimate laws to combat terrorism. My primary area of interest focuses on Critical Risk Assessment of perceived and or actual National Security threats, which is, primarily, at a strategic level of analysis. Whilst focusing on the global and regional impact of geo-political National Security threats, the validity for National Security matters, must begin with the laws created from the three branches of government.

Australia articulates and share National Security matters with international government partners through respective multilateral and bilateral agreements. However, at domestic level, the laws to combat terrorism has been summarised under the following list of legislations.

Laws to combat terrorism

Australia has long played a leading role in the development of laws to combat terrorism. The Australian Government has an extensive legislative regime around counter-terrorism, national security and other cross-jurisdictional offences.
Key pieces of Australia's national security legislation include:

Australian Security Intelligence Organisation Act 1979

The legislation which sets out the functions of the Australia Security Intelligence Organisation (ASIO)—Australia's security service. This legislation, amongst other things, empowers ASIO to obtain warrants for the purpose of undertaking surveillance and to detain and question a person who may have information important to the gathering of intelligence in relation to a terrorist activity.

Aviation Transport Security Act 2004

The legislation establishes a number of mechanisms to safeguard against unlawful interference against aviation.

Charter of the United Nations Act 1945

This legislation contains terrorism related offences, including offences dealing with freezable assets (Section 20) and giving assets to a proscribed entity or person (Section 21).

Crimes Act 1914

The legislation which deals with crime, the powers of the authorities to investigate it and many other related issues including sabotage, treachery, disclosure of information and other issues.
Part IAAA—Delayed notification search warrants
This Part provides for the authorising, issuing and reporting obligations with respect to delayed notification search warrants.
Part IAA—includes search, information gathering, arrest and related powers, including stop and search powers in relation to terrorist acts and terrorism offences
Part IA—Section 15AA—Bail not to be granted in certain cases
Places stricter bail requirements for those charged with terrorism offences.
Part IB—Section 19AG—Non-parole periods for sentences for certain offences
Places certain non-parole periods for terrorism offences.
Part IC—Provides for the detention of people arrested for Commonwealth offences and imposes obligations on investigating officials in relation to those people arrested and certain other people who are being investigated for Commonwealth offences.
Part II—Offences against the Government
This Part contains offences such as treachery and sabotage.
Part IV—Piracy
This Part contains offences for acts of piracy.

Crimes (Aviation) Act 1991

The legislation contains offences relating to aircraft, aerodromes, airports and air navigation facilities.

Crimes (Hostages) Act 1989

The legislation contains offences relating to hostage-taking, attempted hostage-taking and participating as an accomplice in hostage-taking or attempted hostage-taking.

Crimes (Ships and Fixed Platforms) Act 1992

The legislation contains offences relating to the safety of a ship or a fixed platform.

Criminal Code Act 1995 (Criminal Code)

The Criminal Code contains a range of offences for terrorism and terrorism related acts.
Division 72—Subdivision A—International terrorist activities using explosive or lethal devices
This Subdivision creates offences relating to international terrorist activities using explosive or lethal devices and gives effect to the International Convention for the Suppression of Terrorist Bombings.
Part 5.1—Treason, urging violence and advocating terrorism offences
This Part contains offences relating to treason, urging of another person or group to use violence in certain circumstances and advocating terrorism.
Part 5.2—Offences relating to espionage and similar activities
This Part contains espionage offences and other related offences.
Part 5.3—Terrorism
This Part contains a range of offences relating to terrorist acts, terrorist organisations and financing terrorism. The Part also contains provisions for control orders and preventative detention orders.
Division 100—definitions
Division 101—terrorist act offences
Division 102—terrorist organisation offences
Division 103—financing terrorism offences
Division 104—control orders
Division 105—preventative detention orders.
Part 5.4—Harming Australians
This Part contains provisions making it an offence to murder, commit manslaughter or intentionally or recklessly cause serious harm to an Australian outside of Australia.
Part 5.5—Foreign incursions and recruitment

This Part contains offences and provisions based on the Crimes (Foreign Incursions and Recruitment) Act 1978 which was repealed by the

Counter-Terrorism Legislation Amendment (Foreign Fighters) 2014 Act.

The Part also contains provisions for the offence of entering, or remaining in, declared areas.
Part 10.5—Postal offences
This Part contains offences relating to the sending of dangerous, threatening or hoax material through the post or similar services.

Defence Act 1903—Part IIIAAA

The provisions within Part IIIAAA allow the Australian Defence Force (ADF) to be called out to respond to an incident of domestic violence within Australia. The legislation contains a range of safeguards to ensure that the ADF would only be called out in extreme circumstances.

Maritime Transport and Offshore Facilities Security Act 2003

The legislation which establishes a scheme to safeguard against unlawful interference with maritime transport and establishes security levels.

National Security Information (Criminal and Civil Proceedings) Act 2004

The NSI Act gives courts a structure to follow where national security information is disclosed, or is to be disclosed, in federal criminal proceedings and civil proceedings.

Surveillance Devices Act 2004

The legislation that establishes procedures for officers to obtain warrants, emergency authorisations and tracking device authorisations for the installation and use of surveillance devices in relation to criminal investigations and other initiatives.

Telecommunications (Interception and Access) Act 1979

The legislation permits ASIO to intercept telecommunications under warrant for intelligence gathering purposes including in relation to threats of terrorism. It also provides authority, where a warrant is obtained for Australian law enforcement bodies to intercept telecommunications in respect of investigations into serious offences, including a range of terrorism offences.
